Here is the process for making changes to your HUD workplan. HUD’s policy is: “For work plan modifications: Subgrantees notify their Intermediary, who will review, approve, and seek HUD final approval.”

So here are the steps you should take.

  1. Restructure your workbook to align with the chart below. Also make whatever updates you wish to make that are not related to retitling sections and moving sections to align with the order below. Only highlight the changes that AREN’T section title updates and reordering.
  2. Send 2 copies of the workplan to your Grant Compliance Manager: (1) a PDF with the changes highlighted, (2) a PDF with highlights removed and signed and dated by the organization’s executive director or program director.
  3. The Center will review your workplan, and if is ready to be approved, will sign your workplan and then send to HUD for final approval.

How to retitle and restructure your workplan:

Please number and name each of the required 15 sections as listed below (and reorganize as needed). Only highlight the changes to the text; you do not need to highlight changes to headings made to comply with the required titles nor the section moves that you made to reorder your document to comply with the listing below.

7 Alternative Modes for Delivery of Housing Counseling Services format for delivering services and must describe options that the agency and the client can mutually agree on when an alternative setting or alternative format is needed. Alternative formats can include telephonic counseling or remote counseling systems, such as video conferencing. Added language that requires the agency to refer to another HUD-approved HCA when the agency and the client cannot mutually agree upon an alternative setting or format.
